Mount Rokko (六甲山) towers above the city of Kobe with a summit of 931 meters, making it the the highest peak in the Rokko mountain range. As a result, it offers sweeping views of Kobe, Osaka and beyond, promising unforgettable views no matter what time you visit—though locals recommend visiting at sunset to watch Kobe light up as the sun goes down. This is especially true from Mt. Rokko & Shidare Observatory, a unique attraction that’s as eye-catching as the mountains themselves.
Mt. Rokko is also known for much more than hiking and views, as it boasts a botanical garden, a garden terrace, an athletic park, and even a complex with restaurants, shops and an observation deck.

Mt. Rokko has four main hiking trails: Aburakobushi: Rokko Cable Shita Station to Rokko Cable Sanjo Station, about 3km, 1 hour, 40 minutes; Ice Road: Rokko Cable Shita Station to Shirahige Shrine, about 3.5km, 2 hours; Shrine Road: Shrine Road to Arimaguchi, about 6km, 2 hours; Ishikiri Road: Ishikiri Road to Hime Shrine, about 4km, 3 hours.
Arima Onsen is one of Japan's oldest hot spring resorts, located on the other side of Mt. Rokko to Kobe. There are two public bath houses with different springs: kinsen (gold water), beneficial for skin ailments and muscle pain, and ginsen (silver), for muscle and joint pain. As you’ll pass through this area to reach Mt. Rokko, why not relax before or after a hike?
First opened in 1969, the Rokko Arima Ropeway takes passengers up the mountain from Arima Onsen Station to Rokko Sancho Station, operating from 9am until between 5:10pm and 8:10pm (depending on the season). A one-way journey will take around 12 minutes and cost ¥1,400, while a round trip costs ¥2,520. Expect breathtaking views.
Hop off the cable car and into this mountainous leisure park and popular picnic spot, featuring go karts, tree-top climbing, trampolines, and even a boating lake. Entry costs ¥3,000 for an adult, ¥2,500 for a student, ¥2,000 for an elementary school student, ¥1,500 for preschoolers and children of 0-3 enter for free. It’s a unique way to spend an afternoon with the family.
Rokko Garden Terrace is a landscaped garden park with one of the best views in Hyogo. You can enjoy panoramic views that stretch from the Akashi Strait to the Osaka Plain. There are also areas for shopping, dining and even a tea room.
Local bus services are recommended from Sannomiya, the central area of Kobe, to get to the base of Mt. Rokko. From Sannomiya Station, take the Hankyu Kobe Line to Rokko Station, where you can catch a bus to Arima Onsen. This same bus can also be caught from JR Rokkomichi Station and Hanshin Mikage Station.
From Arima Onsen, it’s a 20-minute walk to Arima Onsen Station, where you can take the Rokko Arima Ropeway up to Rokko Sancho Station, only a 35-minute hike from the peak of Mt. Rokko.
